Everyone will have an issue with a supplier sooner or later... it is not a question of if, but a question of when...
Yes I have been burned by the whole "going rate" saga myself, where i was offered a P35 chipset board as a replacement for a Asus P5W-DH Delux (Purchase price of around R2400). When i said that I wasnt happy with a consumer level chipset (since this was for my personal pc and not a clients) I was told that I can get a credit of R1400 and then I can choose whatever I want. Now for a board that is a year old, I think a 40% drop in value is a bit unreasonable, but at the end of the day, it is according to their terms and conditions that you agree to when signing the invoice and establising an account, so I didnt bother arguing. I ended up paying in an extra R1100 to get a board that satisfied my needs, and while it wasnt exactly pleasant, it wasnt the worst option avaliable.
So yes, I would also love to know how the "going rate" is calculated but I just keep it in mind now, and make sure not to make promises to clients in the event of an RMA.
On a side note, the staff at Frontosa, especially Rashied, Sello and all the sales guys and account ladies, are by far the most helpful people I have ever dealt with. If i had outstanding amounts on my account but needed to get stock, Shafieka has always been quick to sort out the matter. Rashied has stayed numerous times after hours to help me sort out persistant issues that I was having. Mosi has also waited for me after hours on one or two occasions when I urgently needed to collect stock. On the whole, the staff are way more willing to go out of their way than at most of the lasrger dealerships that I have used.
So on a balance of irritants vs. posistive things, frontosa is still far better for me that any other supplier.
