As a previous console peasant (Xbox one), I switched over to PC for the improved graphics. So PC for me.

PC. If I owned a console I'd still need a PC anyway for all the non gaming computer stuff I like to do.
I would probably never be happy with a low end budget PC either so even if I didn't game I'd probably not save very much money on my PC except for having a cheaper GPU. - Although it's not like my GTX650 is anything to write home about anyway..
Also with the exception of a few games I really can't get used to a controller, need my mouse/keyboard.

PC obviously - when you look at the prices of games these days on newer consoles, they are absolutely ludicrous. I only buy games now on Steam sales and Humble Bundle, I have saved thousands of rands. If I had any of the newer consoles, I would be broke!
