They can't because they are not responsible for figuring out load shedding schedules in the various municipalities. They simply tell municipalities that they need to cut X amount of MW.
ESP isn't responsible for figuring out load shedding schedules either, but they do it any way. Eskom knows the moment it is going to do load shedding and at what levels so it can update quicker, and it can give municipoalites access to a portal where they can set their schedules. Eksom can then use some of its 2/3rds workforce that are just sitting around doing nothing to manually scrape and update the other municipalities.

If a single person (handful of people?) can develop ESP and maintain it and the servers, then I'm sure Eskom can.

They would organise a committee, beg the treasury for R400 million to develop the API. Then send out the contracts to all the ANC connected cadres. The API will then only be finished by the time that South Africa's grid finally collapses.

ESP should just remove the chat function. More trouble than it's useful, with all the nonsense that people post there.
No, it often is the easiest way to find out why our power is down.

It's even more useful that loadshedding, since we've been scheduled every day but only has a 2 min drop once since last week when the 30%ers failed to do their jobs again.
