ESP isn't responsible for figuring out load shedding schedules either, but they do it any way. Eskom knows the moment it is going to do load shedding and at what levels so it can update quicker, and it can give municipoalites access to a portal where they can set their schedules. Eksom can then use some of its 2/3rds workforce that are just sitting around doing nothing to manually scrape and update the other municipalities.They can't because they are not responsible for figuring out load shedding schedules in the various municipalities. They simply tell municipalities that they need to cut X amount of MW.
If a single person (handful of people?) can develop ESP and maintain it and the servers, then I'm sure Eskom can.
