Do you have a limit set on your account? I had a R50 limit on how much I could go over, so mine failed when I try to buy a R80 app. Had to up it with R30 on MyTelkom.

The thing is is is for the first time I an registering my telkom prepaid SIM as a payment method on Google Play Store. I chose Telkom mobile payment method and all I get is an error message "THE ACCOUNT VERIFICATION SMS COULD NOT BE SENT, PLEASE TRY AGAIN".
Hance I cannot buy any app.

I can't remember how I did it, but it wasn't difficult. Might be that you're roaming on MTN, try forcing it on Telkom's own network? (though roaming on MTN gives better coverage) Other than that, I can't think of anything else.
