The competency process is something people do because "they" have to; it's also focused on learning the law - not how to use a gun. 10 shots at an A4 piece of paper an experienced shooter does not make. Getting actual training after obtaining a license is something "you" do because "you" recognise you lack certain skills and want to learn.
Can't change other's behaviour, but you can change yours so you don't fit the statistical curve.
