Help with Windows 8.1 UAC

Not sure if this is the right place to post this but let's try :P

When I try to install pretty much anything on my Windows 8.1 machine I have to right-click the file and select "Run as Administrator" or nothing happens.
Like I just tried to install Chrome 64 bit: Double click the setup icon and nothing at all happens, no error message or prompt or anything. I have to right-click and "Run as Administrator" to get it to work.
Same problem with the new version of Logitech Gaming Software, or pretty much anything I think.

What I want to happen is if I try to install something that needs Admin rights it should prompt me and ask if I want to grant Admins rights.

Also, for some reason I have to set the Steam executable to always run as Administrator otherwise I can't launch some games like Dota 2 and CS:GO.

I have tried all the slider settings in the UAC options window, but none of them help. I don't know if Windows 8 just works like this or if I some time messed something up in the registry or Group Policies.
 
I have also come accross this.

For some reason there is a big delay when the executable requires admin rights. I find that playing around with "ALT-TAB" and jumping back and forth to my desktop sometimes pops up the UAC message. :wtf:

I haven't bother searching for a solution yet.....
 
Nevermind, I fixed it :D

Turns out it had nothing to do with UAC. The permissions on the Appdata\Local\Temp folder were just messed up.
