How can we stop crime

Learning an African language will make no difference at all, i have a number of black friends that have been robbed and beaten by their own people.
I actually asked them if it makes any difference if you talk to them in their own language, they say it makes it worse because they have something the criminals do not and they want it, again external locus of control and greed!
Sued for what exactly?

It happens also in Singapore and Malaysia. Especially Singapore which
isn't really as clean as it makes itself out to be, but nevertheless, they
would cane your butt before they deport you.
By the sounds of it, you wouldn't be sued for that.
Judging by the promiscuity levels in SA, I would say cutting penises off,
would work better than the amputation of hands. Sure its cruel and unusual
punishment but I'm just stating a basic observation.

As opposed to castration (taking the testicles off) the removal of the penis would I think be more of a deterrent to violent crime than the removal of digits or hands or even incarceration in a prison for a number of years. People in SA, probably put more
into the ability to have sex (for pleasure) and for social reasons (or cultural ones).

A punishment needs to have value. If you threaten your kid with threats of
"no vegetables" in his next meal, how likely is he consider this a deterrent?

Emigration IS the answer, unless there is some horrific reason that makes it impossible for you to leave (e.g. criminal record).
