1.) Get a decent government
2.) Get this decent government to build houses, schools, prisons, roads, power stations etc.
3.) Get this decent government to train police and pay them a decent living wage
4.) Wait about 20 years...

The problem is lack of education, incredibly bad poverty, children without parents - the reasons behind South Africa's crime rate are not rocket science.

Neither is the fix - but you need an accountable government and a great deal of time to fix it.
