Knife and fork, sometimes my hands if it's on a roll.
 
To each their own but this is unappealing af to me:

is that even a steak though? it looks seared all around the edges, nobody cooks an individual steak that way

maybe it was a huge beef roast and the pic shows a cross cut?

looks a bit weird, but meh, I eat beef carpaccio so even this is more cooked than that ... same goes for steak tartare
 
I don't mind a blue steak at all, but it must be properly rested. To me, that steak looks not rested enough, which is why the hemoglobin pools like that.
