How to split my 4mg line into 2 ?

I would like to split my line into 2 so i get 220kb/s and the wifi get 220kb/s so my parents don't eat all the internet when I'm gaming or downloading , they getting the DSTV wifi connector thing is it possible ?

not unless you invest in a raspberry pi (or have a pc lying around you could use to shape traffic)

QoS is your easy answer re: gaming. But your own downloading? don't think so.

Most painless way is to adult all on your own and get your own ADSL line

If you have any networking how to a Mikrotik router should work perhaps a HAP Lite or RB750GL if you need 1GBps ports what you can do is simple queue the whole Wifi IP range to 2MBps and your own personal range to 2MBps works quite well and i find it easy to set up my Wifi is on the 10.0.0.1 range while my LAN is on the 192.168.9.1 range :D

Netduma R1 is a Mikrotik router under with some custom OS ontop its quite pricey but very noob friendly so would also recommend it if you have the extra cash
 
Also worth checking if your existing router would support OpenWRT or Tomato.

Both can do this easily.
