HSDPA Modem Not Picking Up HDSPA?

Good day

I can connect just fine to the internet. But I can only get 3G and not HSDPA? 3G is about 388Kbps and my HSDPA from last month was over 3Mbps. So something is wrong with the tower that I connect to. Can you please tell me what's wrong in Lichtenburg?
