Check if Garlon 4 from Efekto may help and grab some from your local hardware store.

Mix with diesel as prescribed, drill some holes into the root (or smack it with a hatchet a few times) and drop in the Garlon mixture.

EDIT: Just saw you did mention Garlon in your original post. Try that, I had good results previously with killing the roots and stump of an unwanted tree which was too big to dig up by hand. Can't recall what type of tree it was but the Garlon worked a treat. I drilled a few holes into the stump, poured in the Garlon mix and left it to break down in its

What is the mixing ratio with Garlon? i had a tree felled yesterday. Do i really need like 10 Litres of Diesel/garlon mix to pour over the tree stump. im worried also what that may do to the soil

I had mised 10ml with a litre of diesel and then made a hole in the root and kept refilling the hole with the mixture.
You can get one of this wood flat bits and then make some holes in the stump, and keep filling it.
