I am confused, Help needed

there seems to be something i do not understand with my modem.
i use a VKOM 301 USB modem, when it shows my speed, on average it's about 500kbps(on MTN), 1.5mbps(CellC)
but i really do not see that when browsing and downloading stuff, on my browser, when downloading, the speed is +/-30kbps(MTN), 400kbps(CellC)
after i turn off any program trying to connect to the net. Just wondering if this is a normal thing or should i get a different modem.

It depends where you are downloading from. Try a site with a local mirror like sourceforge.

Can you put up some screenshots of the speed readings it gives you?

Or go onto www.speedtest.net and run a few local speed tests on there and paste your results here.
