WBS, you really have crossed over into failure territory...
As a WBS iBurst customer (and in no other capacity), I am totally appalled by WBS' decision to suspend accounts this morning, and I am not even one of the customers that is affected - I have ~2GB of my original 3GB package left, and I have been getting horrible speedlessness - I am shocked by WBS' decision to suspend accounts of supposedly throttled customers.
Clearly WBS' Bandwidth Management non-system does not work as it is supposed to (according to what WBS themselves advertised on their website). That is WBS' problem, and as has been mentioned, WBS are now shifting their problems onto customers.
I suspect that the bad PR surrounding the post-launch Speedlessness problem has affected WBS' new customer signups, and that potential customers are staying away.
Clearly WBS has decided in their infinite anti-wisdom to blame all the problems on existing customers that have already expended their allocated bandwidth, and should have been throttled to ~64kBits/s, by labelling them "bandwidth hogs" and suspending their accounts. This is reprehensible.
FACT: during pre-launch there were definitely "bandwidth hogs", however the moment the cap/throttle was introduced, it was WBS' responsibility to throttle bandwidth consumption, and ensure that it is impossible to be a "bandwidth hog", in this WBS have failed miserably, and now they want to blame existing customers, without even warning customers before suspending their accounts.
AFAIK, not even Sentech suspended accounts without warning customers, although I am subject to correction here from MyWi customers & ex-customers. I do know that Sentech's stated policy was to have differing "Soft-Limits" per package, and any customers exceeding those limits would first be contacted [telephonically etc] and warned prior to taking further action. As to whether or not any of that stated policy was implemented or acted on, that is a topic for the MyADSL Sentech MyWireless forum

.
What could WBS hope to gain from this action on their part? Well, I suppose WBS hope to get potential customers to signup now that all the "bandwidth hogs" are being suspended and most likely cancelling their contracts.
What is really going on here? This is a dumb publicity stunt on WBS' part to cover up the fact that their very own Bandwidth Management & Throttling non-system is a complete & utter failure - this is as plain as day & night.
Furthermore, WBS failed to postpone their launch, which clearly WBS' capping/throttling non-system was not tested when it should have been, i.e. during pre-launch.
Clearly we customers are still guinea pigs in the eyes of WBS, and we are paying full price for a disservice that is simply not working at all, we are definitely still being subjected to testing on a massive scale, that should have ended when pre-launch ended.
There can be no doubt that WBS' so called official launch is an absolute failure.
