IBurst testing speed cap?

Have a look at my line speed meter results, especially from 13h00 onwards, does it look like they are testing a capping system at round about 300 kbps?

It looks like it is being throttled to that for an hour or so and then returned to normal, and then it is throttled again. It seems awfully constant in those sections around 300 kbps.

.. And then again I have been staring at these stats so often I might be imagining things.

yeah they've done it way before now but when they did it then it was always at 3am so i'm not too sure if they would do it at 1PM.. not with me anyways
