ICASA confiscates cellular phones

My Vodacom supplied SE K750 does not have an ICASA sticker. Maybe the sticker was there when supplied, and went lost along the way.

Here I must say that ICASA is not at fault – they have to fulfill their mandate, both in type approval and enforcement, and this is exactly what they are doing. Unless the law changes they should really be commended for this action – lets just hope they spend equal amounts of energy on other projects!

Say what? If this is what ICASA should be doing why the hell don't they do something about our broadband situation? Bullcrap. I don't believe it for a second.

Someone got a dud cellphone from someone else and said "damn they stole my money and now im embarrassed, wait a minute, this isn't approved" and then had their swift vengeance.

I bet you some if not ALL of those phones end up re-sold somewhere else because someone's nephew stole everything cause they had keys to the offices and was buddies with the security guard.

I think the sticker is on the box where the cellphone came in. Not on the device itself, unless it is under the battery.

Whateva..... as someone put it higher up in the forum, according to their regulation they must confiscate every visitors phone on arrival and destroy it, as it bares no APPROVED BY ICASA sticker....

Its a conspiracy, the webmaster of the myadsl is actually Sentech undercover agent. He deliberately pointed to the wrong forum so populous can not make statements about how incompetent that whole Sentech agency is.

You know comments like:

ICASA approval

I know someone who has imported a few demo phones from China. (Lets not get into the obvious at this point). He is "following the book" to get one of the models approved. ICASA say to him they do no testing whatsoever. The tests must be done by the GSM networks then on their favourable test results and recommendation, ICASA simply stamp and sign the piece of paper. Why is this leading to a much bigger issue???

So this is how it works: He goes over to one of the networks who dont take lightly to anyone trying to muscle into their space. They keep large stockpiles of Famous "brand name phones" and they control who out of the Service providers get what. (Service Providers generally order phones from the GSM Networks Stock pile because they come at a slightly better price.) If they fall out of favour with an SP they come with " Oh sorry the 2000 phones you ordered for the month were sold to another SP we got our stock figures wrong." The poor SP then has to source phones elsewhere to go with the Sim cards he needs too push into the market for the month, or fail to reach targets as set out by the Networks themselves. So the result is that the GSM networks to a large degree use the phones as a weapon. "You dont play ball, you dont get the allocated phones you ordered, you dont get to live up to the advanced media spend and advertising you already committed too and then next month you grovel for forgiveness. etc etc.
If the Networks say "no" does not pass" to a Chinese phone, ICASA does not approve the phone, ICASA have no understanding of the technology Nor any equipment to test it themselves. (GO FIGURE) This leaves Networks, with vested interests and "cloak and dagger strategies"
to play the market like a fiddle. How can networks be involved with the testing process??
Independent SP's surely "dont care" what network you want, only that they have the phone you want in stock. The network dictates what specials the sp's can deliver to the market on a monthly basis based on their stockpile. If the SP buys a bunch of "XXX Brand" phones from one networks warehouse then they must put that networks Sim in it. If the Independent SP cant get that same model from the other Networks warehouse then they dont offer the client that phone on that network. This means they are not that independent, but they hide this fact behind all the clutter and confusion of their advertisements.

Its all about manipulation and controlling connections.


That's my take on it.

Some of whom have innocently bought stock from unscrupulous wholesalers.
There are many things wrong with what they're doing, but at the end of the day its pretty much what the law states... so yeah.

Correction. Most probably Ivy's phone looks different than the approved phones. She may have been given one as a gift on one of her very important foreign trips. Also her's may look different if it was in bum pocket - aka flat phone

OT- I once checked the records of the members of the parliamentary portfolio committee on communications. One year CellC had evidently given members of the PPCC a phone each (probably in a "giftbag" at a function). Not a single ANC PPCC MP declared the phone, while members of opposition parties did.

Ok, the point about the whole thing is. Do people, coming from international destinations TO South Africa, roaming with their NON approved devices, need to get a STICKER from ICASA, or fear their phones being destroyed ?

Eish - don't attack ICASA - they are only doing their job - they need to prove they can do something.
They are incapable of reducing bandwidth costs, getting pay TV right, controlling Telkom or any of the other big issues, but confiscating cellphone which no doubt get sold in Alex they can do.............
