ICASA shortlist unveiled

It would be wonderful if Debbie got in, but these things are "arranged" by political horse-trading, so, unless one of the parties sees political benefit in having her appointed, it will just be another round of dishing out cosy sinecures for the faithful.

Congrats and good luck. You definitely deserve it for everything you've done so far. Few people in SA have been so vocal about our lousy telecoms & regulator..except present MyAdsl company off course.

The nominees are:
* Brenda Ntombela: Served in the Department of Communications in the office of the director-general and in the Postal Services Business Unit.
* Robert Nkuna: Served in the Department of Communications as the minister's spokesperson and worked in the Postal Services Business Unit.
* Thembekile Ndhlovu: Served in the Department of Communications in the office of the director-general and has been a practitioner in the broadcasting industry.
* Nqaba Nqandela: Worked in the broadcasting industry and is on the President's National Commission.
* Andrew Barendse: Worked in Telkom's regulatory affairs division and has completed a doctorate degree in Holland.
* Hlamalani Wendy Mayimele: Former teacher and MP until 1999, served as a diplomat in Canada and was the first chairperson of the African councillors for economics on the New Partnership for Africa's Development.
* Kedibane Annah Serero-Chiloane: Head of projects services division at the Universal Services Agency and a member of the Institute of Directors.
* Monde Tom: Former superintendent-general of the Eastern Cape Government's treasury.
* Gibson Mashile Beloka: Has a doctorate in media studies and serves on the Media Development and Diversity Agency.
* Ina Wilken: Serves as the chairperson of the SA National Consumer Council.
* Mamodupi Mohlala: A lawyer who is serving as an ICASA councillor. She served on the ADSL Pricing, Regulations and Practice Committee at ICASA.
* Aubrey Nkomo: Former SA ambassador to Argentina and was a professor of political studies at US universities.
* Anton De Waal Alberts: An advocate practising law in the fields of media, communications, space and ICT. Once acted as head of legal affairs for pay TV service M-Net.
* Kobus van Rooyen: A professor of law who is the former head of the Publications Appeal Board and is serving as chairperson of the Broadcasting Complaints Commission of SA.
* LM Ncetezo: An engineer who helped develop Eskom's private telephone network, and a former ICASA councillor.
* Lee-Ann Cassie: A legal graduate, serving as the manager of telecommunications enforcement at ICASA.
* Mpho Lekgoro: An ANC member of Parliament serving on the Parliamentary Portfolio Committee on Finance and a former national secretary general of the ANC Youth League.
* Nandiphoa Gila: A linguistics graduate who is serving as head of SABC's TV & Radio Content Enterprises.
* Jill Wagner: Is the national executive director of the SA National Council for the Blind and has been involved with a number of non-governmental organisations.
* Debbie Love: Heads up activist Web site Antitrust.co.za.

Thanks so much for the support! I have been online all day, but unable to post my thanks until now. Haven't had decent chance to look at this shortlist in detail yet.
Thanks for those comments DaveA, made me think a great deal about how I view my telecoms-obsessed self, as well as how others may perceive me, as well as the best way to present myself to those who do the next shortlisting.
I have decided that it's best to just present myself and my opinions on SA telecoms/telecoms regulation as honestly as possible. It is true that I am highly involved in telecoms consumerism. I also tend to agree with the major arguments put forward by pro-liberalisation advocates, which does pull my perspective into being classified as part of the consumerist camp.
I want to note here that I have very specific reservations on one or two negative aspects that inevitably tag along with telecoms liberalisation. However, I further believe that tailored regulatory controls and appropriate licences can mitigate these negative effects. I further am of the opinion that the overall impact of telecoms liberalisation is, without question, of major benefit to a country in a vast number of direct and indirect ways. I believe that in the SA case the extremely slow pace of managed liberalisation has hurt not only growth and development in the telecoms sector, but more importantly it has had significant negative impacts on the Safrican economy.
I also want to say that I don't think there are easy or quick solutions which will immediately re-adjust SA's telecoms sector to where it potentially would be now were it not for the outrageous delays that we have come to expect. Regardless of whether I make the next shortlist, I still want to say that I tend to have a bit more faith in ICASA than most. Currently ICASA appears barely competant to answer their own phones, let alone draw up a slew of extremely complicated regulations, the value or disaster of which will no doubt be found in the details and the way in which the regulations either syngergise together or conflict with each other. On the plus side though, ICASA is getting a bunch of new faces, and hopefully new attitudes to go with them....I'll end this discussion by saying that ICASA may not be the fittest fastest horse in the race, but they are the only horse we have. It CAN be turned around. (dominic you can stop laughing now!)
Also bear in mind that the Minister gets a bit of an 'elevated' say in which candidates are appointed. After these interviews, the shortlist will then be cut down to 8 names, of which the MoC gets to select her chosen 5. However, parliament has to agree to the MoC's choices, and they do have the right to not approve her choices and tell her to pick again.
If you look at the candidates on the shortlist, I am clearly way out of my league on paper. Added to this, I think I've got a solid understanding of the ways that political party politics dominate in things like ICASA councillor selections. I don't know how this is going to proceed, so in the meantime I will prepare for the interview and try to think positively. Sounds not very geniune, but I can honestly say that my primary wants are not for myself to make the next list, but rather for parliament to ferret out the most knowlegable, most appropriate, brave, motivated and "we'll turn this situation around come hell or high water" candidates into ICASA.
Last thing- does anyone have a valid and serious reason for objecting to my claiming a mandate from the MyADSL community? (take note that rpm did receive about 5 votes more than I) Also, are there any similar objections to me stating at the interview that I represent myself but in speaking for myself, I also speak on behalf of the MyADSL community? In other words, I remain autonomous, but my opinions must also be seen as being representative of the general consumer feelings of the MyADSL community. Please post any objections and the reasons why you object - and don't worry, so long as your reason is real and valid I'll respect what you have to say and hold no hard feelings!
(I think rpm as well as Gregg didn't give their CV's to the PPCC. I sent mine after my name was included on the list of everyone nominated)

to be frutally brank (and as you know) it will be tough from here...but hey, i can think of few things that would be more positive for telecomms than your energy @ ICASA
my 2c - you are now officially *playing the game*. Be polite and courteous to a fault; gracious in respect of all those you say have strong feelings about. Be the strong consumerist, the person with a real passion for universal access and decent pricing and services for the little people. Express strong sentiments in a balanced way. Do not come across as extreme and if you are labelled as an extremist then state firmly and simply that "yes - i am passionate about these things but my passion is rooted in research and fact". Find a balanced way to discuss telkom - they are what they are but we need to push so that there can be better utilisation of telkom resources for the economic benefit of the people of SA.
the committee do have a sense of humour - use it if possible
and in the moments when the brave heart may falter hold in your head a picture of standing on the stairs at WITS a couple of years ago being a one woman protest march - have no doubt that you have what it takes
and its not every day you have about 10 000 people in support

what dominic posted, I echo 100% .Debbie2, let your passion for SA Telecoms shine through, and route that passion in the research you have done & continue to do: showing that you are a factual person that is in touch with the realities of SA and telecoms, as well as what you can do at ICASA to help take SA telecoms & citizens into the future.
Use the fact that you are a prominent part of SA's Broadband community to your advantage: we don't all always agree, but it is a team effort, and you are a team player, and if selected to serve @ ICASA then you will also be a member of the ICASA team [IMO something that seems to be rather lacking right now @ ICASA is folks working together as a team]...
I strongly agree with this approach. I figure you made it this far because they or their consciences feel that the consumer should be represented. So, not just Antitrust or MyADSL, but CONSUMER champion. Words like "activism", "radical", and "extreme" will just create fear ( not that I am saying they all apply
). If you stand any chance of getting a post ahead of those to whom they owe trough-positions, you have to be the one standing up for the consumer. And NOT just the ( perceived ) elite consumer.While I doubt they have, hell, I wish they had the guts and the brains to appoint you! Good luck!

Also be sure to use the fact that easy access to communications is an 'engine of growth'. Try to show how a properly regulated and liberalised telecoms sector will help a great deal to promoting the ASGI (Accelerated Shared Growth Initiative) and GDP growth above 6%, as envisioned by the the Vice President.
