ICASA split on fine and fee collection: report

Doesn't ICASA send out invoices or license renewal notices which state the amount and what it is for?
 
I had some alarm equipment evaluated by ICASA. The quoted cost was R60 000. This was paid and the certificate obtained. Then another invoice arrived. They decided that we had actually submitted two pieces of equipment (a separate power supply and the equipment) so owed them a further R60k. They simply ignored the submission request just to check and certify the communication device on the board and said that since there were 2 boxes, we had to pay twice.

If this is the type of accounting that is done, then they do not have much chance of recovering money. I think that communication between the accounts dept and the guys who do the work is 0%

If you submitted 2 pieces of equipment then logically you should have gotten 2 certificates. Right?
