Seeing Debbie2 didn't make it as an ICASA councillor what say you apply for the job of CEO?

LOL - to all those wannabe pirate broadcasters, go right ahead . . . it doesn't sound like anyone can do anything about it.

ICASA has no IDEA what their Job is !

Ladies and Gents.

The TEAM at ICASA has no idea what their job is.

I gave my oral representations at the ICASA mobile pricing Hearings in SANDTON. I travelled all the way from KZN to JHB to deliver the speech. I realised that the people we are dealing with at ICASA only act professional and have tough job requirements when employing people yet the people that make up ICASA have no idea what is going on. When Jay Naidoo proposed 2 additional mobile Licences to be issued ICASA together with the DOC thought it would not be feasible. Yet today we have almost 35 million people using Mobile phones in this country. Interconnection is highly regulated throughout the world by regulators. Yet only here the mobile operators and Telkom get to decide what the interconnection rates should be. Complaints by the public is dealt with strictly against Telecom operators defaulting yet here the mobile and Fixed line don't give a damn. Elsewhere heavy fines are imposed for simple stuff like Base Station lights not working. In South Africa if you dial a mobile number and the other person answers the phone and your call is dropped after 2 seconds your are charged the full minute charge of R2-80.
Did you know that the mobile operators activate voicemail on all new sim cards by default. So when somebody dials your number and your mobile is off they are charged for the call even though they not get through to person at that very moment. Customer service numbers 100 - 141 - 140
Just dial these numbers according to your network and see how long it takes to get through to an operator who has no idea of your problem. However they will escalate the problem and you will never get a reply.
The DOC wants the mobile operators to issue free sim cards in exchange for 1800mhz spectrum. A sim card costs R1-99 at most supermarket chain stores. One mobile phone call costs R2-80. You do the maths. Mobile number portability is in place. Neither of the mobile operators have moved their prices by even 1c. Price is a major contributing factor to porting. Sms charges are ridiculously high nobody seems to care. Our government does not seem to care about getting IT services to the poor. Internet is a luxury in South Africa. Please visit the Telecoms Regulatory Authority of India web site to see how serious they take their ICT services. Interconnection rates is reviewed many times. Complaints are handled promptly and resolved. In South Africa the only free minutes people have are week-end and off peak.
No entry level contract with peak minutes with the exception of MTN's 15 Minutes. Do some research on other operators worldwide and see 4 yourself.
Sms are free till your fingers pain Texting. We are being ripped off and ICASA even missed the deadline of reviewing the mobile Tariffs. New wireless licences need to be given to new operators rather than existing operators for job creation and competition purposes. MTN & Vodacom hold licences in the 900mhz,1800mhz,2100mhz,microwave link licences and are even trying to get Wimax licences now. Does this sound right to you. Other countries separate the licences to new operators to generate licence fees and enable competition and job creation.

ICASA needs help !

The DOC must stay out of regulatory and new licence issuing.

Telkom and Vodacom are the Bosses of the South African Telecoms Landscape.

Virtual network operators need to be licenced.

2 x GSM Licences at 400mhz must be explored !

Sat3 must be Declared the peoples property and not Telkom's

Local Loop unbundling must start now.

Iburst and Sentech must carry voice traffic.

Broadband must be affordable to all.

Interconnection rates at all levels need to be reduced. Voip , fixed , mobile and Vans.

Mobile operators not be allowed to block or overcharge for VOIP.

In apartheid South Africa, The government told the people what to do.

In the Democratic South Africa , The Telecom operators tell the people what to do.

WE CALL ON PRESIDENT MBEKI TO CREATE A NEW REGULATOR AND GIVE THE CURRENT GUYS A GOOD RETIREMENT PACKAGE even if the are only 20 years old.

Keep the pressure up.

Why the hell is it worried about illegal activities like this when it can't even manage with the "legal" entities?

The AntiCost has spoken, I wrote a song back in '87 called ' No Mandate ' 20 years later they are still trying it on

Which used to be, or still is the job of the Post Office, there again it gives the AntiCost an excuse to have a nap, and we get billed for supplying yet another government department with expensive equipment, that another department has already. And then no doubt you will need to employ people to go all over the place with this equipment

Ahhh yes, like the ADSL regulations... two years in the making, after hearings and so on, then what do we get eight pages of rubbish, first two pages the usual contact info, three pages of definitions, and then tree pages of ' regulations ' that mean very little and did not address any of the core issues of ADSL in this country, a total waste of the taxpayers money, and I would have thought anyone handing in such work would have had the good sense to resign - Two years wasted.... TWO YEARS, for something that could have been (and maybe was) written in an afternoon

Can't think why, how would they fulfil their MANDATE to do nothing

Also I hate to be the ones to tell them, but the SA content for Television and Radio is due for review again
