ICASA's Poor Communications

Hi folks

For the past few days I tried to get information from ICASA regarding the ADSL Draft Regulations. Nobody is ever available and it was impossible to get feedback on this issue. Today I tried again without success (6 calls), and tried their communications department. This was even worse and after I asked the fellow what the problem was with getting hold of the relevant ICASA employees he decided it was best to rather just put the phone down.

I have notified the Chair’s office and will let you guys know if I receive any feedback.

just found this and posting for the sake of general information - summary of a 2001 case

"Barkhuizen v Independent Communications Authority of SA [2002] 1 All SA
469 (E) indicates that the work load and time constraints on an administrative
body such as the Independent Communications Authority of South Africa
(‘ICASA’) cannot justify a failure to provide adequate notice to applicants of
their right to address the body on a competitor’s application. The court held
that ICASA had not been sufficiently pro-active, and had underemphasized
the importance of the applicant’s rights to be informed of competing
applications"
 
I/Ecasa, whatever, it seems are incommunicado.
They have probably been kicked out the back door like a disobedient dog by the DoC, to sleep outside in the cold complete with muzzle after the ADSL findings.

This doesnt bode well for the industry as a whole, and there were plenty rumors doing the rounds about the moral in the place being at a very low level after this whole name change saga.

So what is their name now???
 
Yes the guv wanted to change the name to remove the word Independent and change it to Electronic, that and meddle with the way the Icasa folks are appointed, effectively giving the DoC more control/influence over them, at least thats the way I digested it.
It created quite a bit of unhappiness amongst the staff if the media is to be believed.

I dont think its a coincidence that ICASA was recently brought to heel by the DOC and renamed ....
 
Me think Telkom and Ivy got the hold of them. At least I got an e-mail. This is pathetic no wonder TELKOM does what it wants to with impunity.

@RPM what about Pada ? is all comunications with him nul and void such as nothing. Only big noises????

I Did not really expect anything from any GVT related authority, There goes the whole Icasa recommendations/regulations. So much for big talk, thats why 1NOV happened, Brace yourselves I am sure there is more to come.

Or is there some other legislative process that can be used to achieve that same goal? - e.g. examine processes that ICASA is required to follow ITO responding to and keeping the complainant informed...?

Maybe if we all go to Pinmill farm and camp in the Reception area. Go there and demand the "Shareholders register" and see who actually runs ECASA. (They are not allowed by law to deny you access to that document)

IF we keep hounding them they are bound to give up and answer our questions ....they might even get pissed at us and do what they are meant to, so that they can get rid of us!! :D
