Imagine Uncapped Feedback

Right now I seem to be getting around 45K/s average on local downloads (mirror.ac.za). I get "full" 4mbps speeds from this site on my capped account.
 
We were told by IS's IT team that they were maxing out their IPC and are in the process of provisioning more, however the IS management team say that this is not the case and their netowrk is doing fine.

It would be nice to think that things improve this week and the IT team are tellign the truth. That would mean that they are not provisioning too little bandwidth to a 'pool' of uncapped users.

Both parties said the conflicting things at the same time on Thursday afternoon. EDIT: One to our IT guys and the other in the meeting.
We sent a transcript of this with everyone's speed times and pings etc. on Friday afternoon. We haven't had feedback yet, although I have been out at meetings all day today and so am a little out of the loop.

Why do I get faster Speeds from NY than I do from Rosebank? I did these speedtests 3 times for each server....

There could be a number of reasons why you get a slower speed from local.
However, all of these reasons are very likely to be due to network, exchange, IPC and where the server doing the speed tests are located (i.e. how do they connect to the backbone). We can't assume throttling just because of a time line... if anything after 7pm the speeds should improve, however, I am certainly not discounting the possibility. I'm just suggesting that there are many things that could cause it.

Again, that's why I want this map up and running. I want us all to know and find out where the bottlenecks are so we can see where the bad points are and ensure that people are focusing on the right things and places.

My experience shows that speed decreases at 07:00 and then speeds up after 18:00. It does this consistently. Using another connection, also on the IS, I immediately get full speed during the time in which your capped product is running slowly.

Surely it is not rocket science for Imagine and/or IS to investigate and tell everyone exactly what is happening. If the product is being throttled, come out and tell us, if not fix it.
 
The last 2 nights in a row, at 00:00 as if some magic switch is flicked, my speeds have gone through the roof! Last night, downloading some 20kbps all night, then suddenly at 00:00, downloads around 330kbps.

This happened the night before as well.
 
Yeah - we are trying to get feedback on this.
However, I would more likely believe that they are opening up and closing off IPC bandwidth for business/other customers rather than throttling... either way, the result is still the same and is annoying. I'll find out if we've heard back from them yet and if not give them another push.
 
I have done over 40gig this month and am still seeing full speed after 00:00 (last night and night before at least) so, not 100% about the throttling!

I've just come out of our morning meeting and highlighted this issue to everyone.
We will be following it up and adding it to the very large document info we've sent to IS already. I will fedback when we hear more from them about this.

Could be a great combo of reporting user density as well as DSLAM and exchange location and then the backhaul capabilty to the ATM/IPC.
Getting the techies to look at it to give their point of view but might also contact their team and see just how ok they are with me takign a tangent on their project... although i also consider this to be somewhat of a management and reporting necessity.

All feedback and thoughts greatly appreciated.. I might take this to the greater audience sooner rather than later but want to get a test up and running so we can then give everyone the chance to get involved.. media, ISPs, Tier 1's, Telkom etc...
