Ok, 192.168.x.y is a private IP address range [also known as Class C IP address], so whilst the WBS tsruBi ksedpleh told you to set it as a static IP address, it is not a publically routable static IP address assignment, why did they tell you to do this...well perhaps they wanted you to do an rfScan...
The rest about DrTCP will be the standard stuff about "please change your MTU to 1352..."
