iCloud is useless in SA, with expensive mobile internet.
I use my Asus TF700T tablet with 256GB of flash memory (64(main)+64(microSD)+128(SD)).
IMO a 128GB iPad would be great, but it depends on how they price it.

Flash memory is one of the areas where Apple really schtump you. Not just Apple mind you, but they're notorious for it. The premium they add on for an added chunk of memory is quite out of proportion; it's like super-sizing it at MacDonalds.

SHould you use wifi at home (or work) then it is viable - sort of. But then it means that your ipad is effectively "Tethered" to your house or work, which will be a doggle for mobile users.
Until mobile costs decrease to be on a par with ADSL pricing (as on 28-01-2013) we can only dream...

It's like a grand every time they double up on memory. If 64gb to 128gb is just a grand more it won't be too bad.

Not really, the iPhone 4S 64GB was priced exactly the same as the iPhone 4 32GB but I do think that they will charge premium for a 128GB iPad. Unless they drop the price of the other models.
This sort of thing usually happens every 2 years at Apple.

I'm saying they don't always charge 1K when doubling the storage.
Original and iPhone 3G have a max of 16GB
iPhone 3GS and 4 have a max of 32GB
iPhone 4S and 5 have a max of 64GB
iPhone 5S and 6 will have a max of 128GB
Apple usually doubles their flash offerings with the S models but the price point remains the same.

I know how their pricing works but it doesn't mean they're going to do the same this time. I've already showed you how Apple doubles up the storage every 2 years without inflating the price and 2013 is the year of their S model.
Apple, typically, doesn't like messing with their pricing so my guess is that the 128GB iPad will be priced exactly as the 64GB model was while the others will become cheaper.
Knowing how Apple likes to work I wouldn't be surprised to see the 16 GB model dropped in favour of an entry level 32GB for the iPad.

Why would anybody want to use an iPad as a storage device? I just don't get it (and I am an iPad and iPhone user). I store all my media in iTunes on my Mac and only sync what I need to the iPad.

You were indeed correct about the pricing of the 128GB iPad. I thought they would keep it at the same price point.
