iphone regional phone number format settings?

We are trying to assist a iphone 4 updated to ios7 owner with regional settings, not being a iphone user or expert I am lost.
The problem is when trying to send a Premium SMS eg. 32250 this fails as the phone inserts brackets in the number. Also noticed that all contacts phone numbers on the phone have brackets inserted at start of the number.
How do we set the regional settings to correct these problems please?
 
I am not too sure what the problem is, because I have an iPhone 4, running on IOS 7.1.2. I can send a premium SMS without any problems, and I did not need to change any regional settings on my phone, other than setting my location to South Africa and selecting English as language.
 
Yeah the phone puts those brackets there but everything works just as it should. Just type in the number and send?
