iphone stubborn?

iphone 5s
32 gig - with 18gig used
ios 11.0.2

- App store does not work - when trying to download any app, a wheel starts turning and turning , never starts to download.

have hard reset it
have reset factory settings
have tried backdating it to 10 July 2012
have logged out and back in to iTunes
have logged out and back in to iCloud
ITunes does not allow one to download via the app anymore (not a clever move)

Any suggestions?
Maybe back up , wipe phone and reinstall from scratch?
Please don't suggest this.... yikes ! lol

Try going to Settings > General > Restrictions > and make sure that the iTunes Store, Installing Apps, Deleting Apps, and In-App Purchases are all under the Allow section. Test installing again.

If the above does not work:
Close the App Store completely from the app switcher window by double clicking the Home button and swiping up the App Store preview pane until it disappears from the screen. You may have to look for the App Store pane by scrawling to the left.
Then sign out of the iTunes Store (in Settings).
Then do a forced restart. Hold down the Home and Wake/Sleep buttons at the same time for about 15-20 seconds until the Apple logo appears.
Then sign back into the iTunes Store.

If neither works you may have a corrupted system and would have to do a Restore. I would restore as New and test the phone as the backup could be corrupted. Make sure to import all your photos and important data first. If the backup is corrupted, restoring it will bring back the corruption.

You need to reset the AppStore Cache.

You do this by tapping the menu bar 10 times from what I remember.

But may have changed in 11.

spend the biggest part of my morning online with apple Ireland.
In the end I was advised I should contact Vodacom...

I am thinking of rather start communicating with drums or smoke signals as Vodacom perfected the art of messing up communication...
 
iOS 11 is affecting a lot of iPhones nowadays. Only read about the issues online - haven't received any for repair yet.
