He was asked though....
Yes, I was aked which IPTV service provider. Don't understand why we can't just keep to the topic. Maybe I should rephrase the question - Do any ISP service providers throttle any IPTV services that are advertised all over the internet? I am considering subscribing.

Not as far as I know but not all IPTV services are equal with regards to the streaming experience.

I don't think I've ever been throttled on any of the IPTV services I've used.

There are two sides to a stream the receiving side and the transmission side.
More than often an IPTV service are hosted in one location with limited bandwidth.
With the content they are hosting they not going try use a decent CDN, add colocations etc etc
They going to try to run as slow cost as possible.
So when it comes to IPTV services its mostly the provider who is at fault rather than the ISP

I'm thinking of subscribing to - https://iptv xxxxxxxxxxx

That's why you get a proper, above board IPTV service.

And that low cost are always Hetzner, Leaseweb, Nforce, CDN77, Scaleway, OVH etc based mainly in France, Netherlands and Germany and then they usually tunnel those streams through Cloudflare which recently aren't too happy about that.

So cheap they use cloudflare free accounts to

1. Protect their pirate streams from ddos with free protection
2. Use Cloudflares network for cdn to every node Cloudflare operates at so they don't have to spend money but they make tones of cash selling pirate streams.

That's an interesting development, but I suppose it's easy for CF to see with the massive bandwidth usage.
But also shows you how low cost they trying to run it, it's only 1USD per thousand stream hours.

I'm no detective but I somehow think the afore mentioned streaming service is above board.
Chances are just about 0% that the service you are looking at is legal.

Only Multichoice have the broadcasting rights to their own DStv/Supersport channels and everyone else that are supplying it are pirating it.

Update:

The fact that the IPtv service mentioned only accepts payment via Whatsapp underlines the fact that they are illegally supplying the streams.

I think it's important to remember that there are indeed multiple legal IPTV services.
