Is OpenWeb Throttling Me?

Hi

On Tuesday, I contacted OpenWeb because I was having trouble with usenet stability. Everything else was pretty much hunky dory.

They reset my port, and that evening, my line was running at full tilt....but then, come Wednesday, my line is crawling along at sub 384kbs speeds. I have a 4Mbs line, so this was rather disturbing. Bigger problem still, was that now it wasn't just usenet giving issues, but everything I couldn't even browse properly.

So I send another email to OpenWeb, and I get told that it's due to the large scale exchange issues with Telkom. Ok, I figure, give them the benefit of the doubt and wait it out.

Only, last night, round 22:00 (could have begun earlier, not sure) I was getting full speeds again. And this morning? Yeah, you guessed it, crappy crappy crappy line speeds. Completely sub 384kbs...a "good" download goes at 17KB/s :/

I've heard that the uncapped gold accounts (which I subscribe to) do get shaped / throttled 24 hours, which I don't have a problem with, but hell, this seems a bit severe?

Or is this a case of me being shunted onto some fourth rate network during the day, to keep bandwidth available for business? This I have an issue with, since I work from home and I do 99% of my browsing and downloading during the day. At the moment, even gmail is giving me crap due to the slow connection.

I don't download 600GB+ a month, I have uncapped for the convenience of knowing that if I do want that demo, I can go get it. Hell, I haven't even been home to use my internet for three weeks out of the last two months.

Is anybody else experiencing the same? Can anybody perhaps shed some light, or explain OpenWeb gold account shaping / throttling procedures?

What really pisses me off, is that I'm not getting a proper answer from OpenWeb :/
