Is the problem a congested exchange, if so what to do....

:cry: I have been having issues for the last 3-4 months with terrible erratic pings, On MWEB ISP. Feedback form them always seems to be all is fine here. Then I switch to Telkom ISP and the ping spikes seem less, or not noticible. Is it the exchange that is congested, because the pings seem worse in non peak hours, and seem to be a tad better in business hours. If it is the axchange.. is there any recourse .. or plan of action ... other than to pray ?
