Im thinking of subscribing to iTunes match service to clean up my library like i did before, I read on imore that you can't - Manually sync music from iTunes to your iPhone: It's all done over the air now.

I thought it was only Apple Music that was done over the air?
That your matched music downloaded and stored on MacBook can b manually synced at leasure?

Surely leaving iTunes match off on iOS device will allow you to sync items via usb cable with iTunes match only enabled on the macbook.

From past experiences when you've enabled iTunes Match. You cant manually sync music via a USB cable. I'm sure the moment iTunes detects an iOS device running iOS 7 or later. The option is greeted out. But let's say you plug in an iPod nano / Classic it won't be greeted out.

Wondering if i can't enable iTunes match , let it match everything then disable it and manually sync.
