The problem is that the lesser offender become hardened by abuse in the prisons and the really bad criminals are so far gone that they don't really care any more. That's IF they even get to prison, so many offenders go missing after posting bail and others are straight back into crime when they get parole.

Well for the one thing you mentioned I can say. No more bail for repeat offenders. I can live with dedicated rehabilitation centres for the lesser offenders. Sortof like reform schools for those that can be saved. Teach them a trade. They can only leave once they have it mastered and they pass the psyche eval or something
