A good start would be not having people on the roads who did nothing more than a theoretical test (learners license).

It should be mandatory that you pass some kind of practical exam or at least training before being allowed to write your learners.
 
Add a speedlimiter of 140km/h on every vehicle and a 24 month jail sentence for people tampering with it.

Where exactly do you expect people to learn how to drive? Yeah I learned basics in a parking lot but you need to be on the road to actually learn how to drive hence a learners licence.

Best place is on the road in traffic.

There are facilities for these things.

Like they could an advanced driving course of sorts to test proficiency.

Best place is NOT on the road. That is exactly the issue, it’s horrendously unsafe and shouldn’t be the norm to allow people to operate heavy machinery in public with others without any prior experience.
 
It's always been irrelevant as nobody is supposed to drive like that. But that's not the real problem but rather that anybody who can't drive can buy a license. It's ridiculous that the focus is on how many moves it takes to park. A better system would be to be less strict and remove licenses from those who shouldn't be on the road.

And why should we not be able to turn left at an intersection if it's safe? DHL in the states only turns right but their system doesn't work here in turning left because you have to wait for green anyway.

The point of the learners is the theoretical so you can start practicing, how exactly are you supposed to practice without driving?
And near everyone I know first learned to drive somewhere in an unused parking lot for a couple of hours, not on the road.
The learners stalling on the road are stressed because e.g. traffic is moving and they are still trying to do all the K53 checks etc. and it will take a while before they can do that smoothly. There really isn't a problem with that system currently in most case and I haven't heard of any bad accidents being caused by it, just traffic hold-ups, which won't be alleviated by forbidding them to drive on the road.
 
Sorry, I'm not going to redo that test to renew my licence. I'll just let it lapse, cancel my insurance & protect my assets. Also, another reason to leave this country if they implement this...

The numerous Learners I have seen almost crash into me or others says otherwise.

Besides what you and me as reasonably logical people do in a parking lot isn’t the case for many.

I just feel there should be a better way to prove basic competence than a simple theoretical test.

You won’t see any heavy machinery industry let anyone use a machine in real world context after a simple paper test, why on earth is it allowed for a car?

I've never seen a learner driver almost crash into anyone. Worst case scenario is getting stuck behind one as they do their checks at an intersection.
 
I drove to Pinetown and back to visit family yesterday. Left at 7:30am and returned at 5:00pm. Trip is 350km return, half of it on the N3/M13. Saw ONE yes ONE! ZKN traffic vehicle parked on the side of the road.

They were all over the N1 yesterday. Must have seen at least 10 parked under bridges/the side of the road.

Saw lots of cops out on N1 North in Gauteng, Sunday morning 2AM ish, pulling over those clearly overloaded bakkies and trailers, and those rigs were pulling away after being stopped. Explains why that taxi with 44 passengers could reach Polokwane from Johannesburg...
 
K53 was never relevant. It was packed with outdated ideas about how to drive when it was first introduced.

Not going when there is a gap in the traffic. Not going when traffic lights turn green. Driving slowly and in the wrong lane. Sitting at stop streets for several minutes checking for cars in the distance.

There seem to be certain segments that completely lack any ability to cross the road. I've seen dogs with more skills.

Force everyone to ride bicycles, then when old enough motorcycles. You don't watch what you're doing on those you get hurt or die.

If there is regular retesting I will simply get my license like everyone else - in a lucky packet. The test is not the problem, it is all the people who have never taken it that are the problem.

Just this very weekend I’ve had one almost take me out twice doing lane changes.

Happens often.

Also we have our very own semisane in evidence that they crash into **** all the time.

Majority of people I know had a car accident with their learners or shortly after as new drivers. Not fatal no, but certainly could have been avoided by a better driver education system.

Also one has to ponder how many fatal accidents down the line could be avoided by a better driver from the very start.
