Kenwyn ADSL Speed sucks

If you live in Kenwyn, Cape Town and have an ADSL speed >3mb. Stand up and be counted. How is it that the max for our area in this day and age is a meagre 3mb.

not only Kenwyn but most areas around cape town, im based in Pelican Park, and its pathetic during 7pm to 12am, only during the early hours of the morning do I get my full through put, think telkom didnt quite do their planning properly?
Upgrade the lines but dont upgrade the backbones..... wonder who is the project co-ordinator should get fired.
