Laptop Stolen

My parents' laptop were stolen yesterday.

It had Win10 on which was bought separately and didn't come pre-installed on the laptop.

Is there a way to remove the licence from the stolen laptop so that it can be used on a replacement?

Yes - you will need to contact Microsoft support to get Windows activated on the new hardware.
