They don't have to change the laws.
They can charge Suarez under the existing "Fair play" FIFA statute for bringing the game into disrepute and ban him for a few years.
The laws are there, they just don't enforce them.
ANYONE who uses a disallowed tactic to gain an advantage is a cheat! Seriously... this is not rocket science.
Suarez just did it in a much more open way at a pivotal moment in the game.
Throwing yourself to the ground in the middle of the field in order to score a penalty kick is hardly pivotal... but it is still cheating.
Come now... seriously... now we are just repeating ourselves and going around in circles.
if you think his cheating is fine... just come out and say it and be done with it... then we can move on.
I'd love for that can of worms to be opened - good bye Spain, Thierry, Mexican match officials and quite a few FIFA committees.
They will be changing the laws if they ban him for a few years, where have you heard of a player banned for handling the ball on the line.

Nope, it's all in the existing laws - deliberate cheating, bring the game into disrepute - can get a life ban.

Based on your argument every deliberate foul is bringing the game into disrepute, half the defenders and defensive midfielders should then be banned. How would it have been different if he pulled the player down in the penaly area and he was the last defender.
*snip
I think Suarez's actions after the incident are putrid though and he shouldn't be seen dead trying to celebrate what he did. However it does show how ingrained this action is to him (and to any other professional footballer) - he doesn't even see it as a big deal...
It is disgusting... how do you celebrate after that. Are you really the better team ? its like having sex with your sister and then telling your friends you hooked up.
Exactly. +1
Oh and Albereth, the definition of the word cheat is to deprive through trickery or underhandedness. By that definition he is too a cheat.
If you look at the pictures you will see it is an overhanded parry of the ball
There was no trickery - it was blatant and deliberate. He did not pretend to not have hand balled. It was 'professional'. It was against law 12 and he was given the appropriate sanction. And Ghana missed the penalty. To call him a 'cheat' (and not every single other player who has transgressed law 12 one too) is just the emotion coming out.
I think it was Jola who said that FIFA could take this further if they want. So far, all has been quiet and I think that is because it will open a can of worms that FIFA don't want opened. Ask Ireland.
Ireland dont want it opened either, because then the world will then know how they should never have been playing France in that qualifer in the first place.

Their was no trickery but his overhanded parry was very underhanded. And he is not the first footballer I've called a cheat. That Frenchman with the strong left hook that knocked out Ireland is also a cheat and all the actors too.
