as for the graphics chip apparently 4Gig GTX is Maxwell and the 2Gig is a kepler on the spec sheet it says maxwell

Would you choose to get msi gx series or lenovo y50. I'm choosing between the two but have a hard time thinking about it. I want to program on it therefore requires best quality screen + gaming
Yeah, it is the other way around. 2GB is Maxwell, 4GB is Kepler.

It's known as the Y50 in the US, the successor to the Y510p. Screen is not so great, and I am not happy with the the storage options - I'd personally like an extra SATA, m.2 or mSATA slot (which there isn't). I can't imagine booting from a spinner again...
Unfortunately (or fortunately), there is nothing at this price point with a GTX860M!! The next best thing is a MSI GS60 Ghost 2PE, which retails for R23k+ evetech MSI GS60.
That being said, most places are getting stock of the Y5070 in early August. You know Technovision? (R12.9k)
[EDIT: There is the Gigabyte P34G 14" ~ R15k, lighter and smaller if that's your thing. I can't seem to find the updated GTX860M - BAH!]
