License fee regulations released

IMO 1.5% is still too much, but the exemptions do offset this to a large extent, I grudgingly & reservedly congratulate !CASA - although I suspect that dominic and others deserve all the credit for kicking !CASA's arse on this issue.

The annual license fees payable by licenses will be 1.5% of the gross profit of the company. ICASA stipulated that the total gross profit is calculated as a company’s gross profit minus its total costs.

Is it just me or is there something wrong there: Total gross profit = gross profit minus total cost???

Should it not be gross income minus gross cost?

Cull said he is “extremely happy that ICASA has retained the exemption for small businesses with 50 or less employees, a turnover less than R30million and less than R3m in assets excluding fixed property.”

i will check with him but pretty sure he meant to say

"Cull said he is “extremely happy that ICASA has retained the exemption for small businesses with 50 or less employees, a turnover less than R13million and less than R3m in assets excluding fixed property.”"
and GP is indeed total revenue from licensed services less total costs directly incurred in producing this revenue

"talking to ICASA"
sounds like a working title for a country and western song

ICASA did not provide fees for new Individual ECNS licenses as the authority cannot issue out further individual licenses under the ECA until the Minister has issued a policy direction authorizing them to do so. Once this happens ICASA will design an ‘invitation to apply’ (ITA) and specify the application fee.

That looks like managed liberalisation to me.

That looks like managed liberalisation to me.
indeed - that was the handbrake clause so that the Minister remained in charge of the pace of infrastructure service liberalisation

unfortunately the brake slipped a little and 533 previously disadvantaged licensees managed to storm the gates of the city
