Limiting internet connection on a specific pc

So basically my cousin has arrived from overseas and wants me to set her up so she can use the internet. The problem: she eats bandwidth for breakfast, lunch and supper. She does not understand how expensive the net is in this country, and she does not understand about capping. She is a very selfish girl who thinks she can use whatever she wants. If she wasn't my cousin, I would refuse to set her internet up, but alas, I cant do that. So I decided to set her internet up, but I need some sort of program/app that I will be able to limit her usage. I need an app that will limit her laptop to only use lets say 20kb/s on anything she does. Basically, kill her connection so she cant really do anything besides the basic browsing, email, chat, and MAYBE some youtubing.

What would you guys recommend I do?
 
How long is she staying for? Maybe ask her to contribute $$$.
 
I think I did mention she is selfish? she will refuse to pay. She's a biatch :P and I have no idea how long she is staying for. Could be a month, could be 5 years. I dont know.
 
Try Traffic Shaper XP , I do not know if it works on Vista and Windows 7 though..

Also look at NetLimiter.. dont know if it will do the Job though.
 
Is she hot? I mean, what bekdik said. Seriously. Drop 400 on one of those Vodacom internet sticks and she has 100mbs and that's it. Welcome to ZA. Or, tether it to her phone. But, from the question, I assume she wants to connect to your wifi and go crazy. How would you connect her?

Gregorgy: you are more then welcome to bone her. Just as long as u take her away from me! I have wifi around the house. So she connects thru wifi. But I wanna limit only her connection so that she does not kill my capped account coz its for business use.

Tell her if she uses over a certain amount you will cut her off. She must have some self control.
 
Change the wi-fi password. Tell her to go make the tea. Problem solved.

Agreed. Get her Axxess prepaid from Engen or somewhere. She can top-up and connect with her own account.
 
As I thought: the entire house is shared on one connection, the WiFi, which I gather is ADSL. So, the WiFi router, does it have prioritising options?

What does she do that chews bandwidth the most?

I don't know if the wifi router has those options, will need to check.

She basically watches YouTube, and streams movies or series, and probably does video chat

Install a IPCop firewall with the TCAR addon and limit her mac no to x Mb bandwith per day (@ R1/Mb if you really want to be nasty) :D

She should get the message then.
 
Sounds like this might just be a case for social engineering: have you tried talking, explaining that we pay per MB what they pay per GB, that we have ZARs and EURs or GBPs or USDs.
