All those are from first world countries with massive budgets. We don't have that kind of money.

We don't have that kind of money? And that becomes the justification for setting our sights on something like the Port Harcourt university in Nigeria. They had money, oops someone stole it.

Please tell me that you mean that we should be the best we can be with the resources we have available even if that means we don't rise much above the bottom of the top 200. Not that we don't have the money so we may as well give up and make it all free.
