Man in court for avoiding e-tolls

RE:"Traffic officials lay in wait for him on the N1 freeway in Centurion on October 2 and nabbed him". Ok so they can catch criminals if they want to. Why don't they put more effort into catching stolen cars and other criminals instead of harassing the general public and asking for bribes

That is hard working catching real career criminals (stolen cars etc). Way easier (and less work) to catch a citizen breaking the law...
