So if u have an account, but no e-tag and pay within 7days do u get the full discount?

No, you don't need to give bank details. You can register on a prepaid basis.

So were really between a rock and a hard place .. we're not prepared to sign a contract with Sanral due to their unaccpetable T's & C's, yet if we don't accept the T's & C's we're being forced to pay the 10x price?

I'm still unclear on whether the pre-paid/top-up option is discounted or not. On Sanral website it states that you get discount but according to the government gazette (link on Sanral website) only those registered (accepted T&C) will get discount?

If you have an etag and pay within 7 days you qualify for the etag discount, even if your account isn't registered. Or something.

It is unclear from your post which columns are which, but if my understanding is correct you pay the same rate with an unregistered e-tag as without it (the standard rate of R3.48 for that gantry). So that again makes it pointless. Why pay R50 for something which brings no value? You probably won't qualify for the R50 credit if you don't register.
They can attach property to recover a debt and depending on the amount of that debt, it could mean that one has to sell their house.
I agree. Never said it meant sense to do it, just that it is catered for in their plans.
