Johannesburg - The process of getting a driver's licence may take up to four years if a new proposal is given the go ahead, the transport department said on Saturday.
"Right now, it is just a proposal. We will need to discuss it with the relevant stakeholders and the public before anything is approved," said spokesperson Logan Maistry.
He said the new system was aimed at reducing carnage on the roads and would take four years.
From the age of 16, a person could apply for a learner driver's licence, which would force them to be accompanied by a fully licensed driver and stick to a maximum of 80km per hour.
They would be recognised by a black 'L' sign with a yellow background on their back windscreen.
Learners would have to log 120 hours of driving in addition to twenty hours of driving at night.
In their second year, they would apply for a P1 license which allows them to drive alone, at a speed limit of 90km/hour. Exceeding the speed would incur a three month suspension of their licence. They would have to display a red 'L' with a white background.
The P2 licence is granted in the third year and includes a computerised hazard perception test.
Learners would be allowed to drive up to 100km/hour and be recognised by a green 'L' sign.
The full licence is gained only in the fourth year and includes a final computerised test.
Maistry said an announcement would be made once the proposal had been approved by various parties.

O please they must F off with this BS, when taxi's drivers will not be subject to these laws we must then suffer while they do what they like at any speed.

How people can think this will be a good is beyond me, perhaps if we had a society that didn't include taxi drivers the stats would be far less than we see now.

Talk about messing with our freedom while the taxi's do what they like.

This is called let's make some serious money from SA's. Why don't they force us to get new licenses every year? Although i can see that happening.
 
Useless waste of time... and an administrative overhead that is unnecessary.

Police the bloody system as it is NOW and watch the carnage on the roads reduce to much more acceptable levels.

If they were to go this route though, this whole license suspension crap is just not good enuf... 1st traffic violation whilst on a "learners" license of any level ends up with a 3 month suspension.. 2nd violation, ends up with a R1500 fine plus 6 month suspension, 3rd transgression ends up with license revoked and banned from driving.

Granted, I know its extreme, but I watched a group of teenagers almost wipe out last night whilst doing something stupid outside my folks house and then drive off laughing like it was a good giggle.
 
It would work in a developed country but not here with our ridiculously inefficient government departments.

LOL i bet they will force us to go through a driving school knowing them. 30k to get your 120 hours :eek:

If they do this i am start a driving a school :D 100 bucks an hour and my clients can watch movies while their hours are logged.
 
They can barely enforce the existing rules (apart from speeding), so how the eff would they ensure that 120 hours are logged?

I'm sick of seeing people commit offences daily without anything being done about it, and now the lack of effective policing means passing on the hard work to ordinary people. Even the most basic "keep left pass right" rule seems to incur no penalty - it's as if the police don't even know that it exists.
 
everybody bitches about the state of driving in this country but as usual as soon as government comes up with what could potentially be part of an overall programme to address the issue there are howls of protest even from those that it has no impact on.

dropping the 120km/h speed limit idea wasn't a good one, however I think this could be the foundation of a workable solution and could help overcome the whole issue of bad drivers teaching their kids and others how to drive equally as badly

Yes but no amount of good ideas can compensate for a lack of effective policing. Once they address the issue of the latter, then by all means introduce any amount of the former.
 
I am all for 'well practiced' drivers. but if they want the admin system to work, things will have to be done about the nightmare you experience at testing and licensing centres.

Went to get an updated card license last week Monday. as well as a temporary license (mine expired)

I stood in the que for eye testing for 40 minutes because there where quite a few people there, granted it finished fast (10 mins tops)
HOWEVER, when I entered the que for payment and collection, I was met with about 30 people waiting in line with 1 person attending to them, on average it took her (I timed) 11 minutes to get the person sorted out, with no complex scenarios thrown into the mix.

When I got to the front the system went offline, the lady supposed to help me went on lunch, and 4 people came in at lunchtime to attend to the ever growing crowd.
This worked a little smoothly, but imo was a retarded system - most people go early to get other things done later the day.

tl;dr ? - I waited fking 5.5hours at the centre to get my license !

Hey hey now! Let's not get ourselves concerned with trivial things such as logistics and imperial concepts like forward planning. This is about filling our pock..uh...creating a safer environment for ALL road users who are not lucky enough to be part of our blue light gang.

The 100km/h speed limit on taxis is also a good idea but it is not being enforced, so it helps nothing. No point in introducing new ideas if you can not enforce the curent once.

I would guess the majority of road deaths are caused by those with no drivers licence and/or unroadworthy vehicles.

They can extend the learning process to 10 years and it will have no effect on these culprits.

Of course, each of these stages of licences will be issued at a nominal fee of R500. (You know, just to cover the cost of a R2 piece of laminate and a R1 piece of printed paper.) And making 3 appointments for tests will be even smoother and less hassle than 1. Naturally, taxis will be exempt from this requirement (as they are from all laws). For the poor you understand. It's all for the poor. :o

No a program would be better enforcement of the current rules not fleecing the public with a system that will be flawed and corrupt. Their solution is to make money, when they come up with a plan to actively enforce the rules for everyone and i mean everyone including those fkers who drive taxi's it looks like nothing more than a money making racket.

I reckon if they clean up the taxi's we would have a normal accident rate. Taxi's make our roads seem far worse than they are along with cars that should not be on the road. Fix the problems before you fleece the general public.
