My PSU is starting to make strange noises, so she might need replacing in the near future. Can anyone recommend a decent PSU around the 500w mark that is quite energy effifcient (80%+)?
Can you get PSUs which only draw power when needed, or do all of them have this feature?

AFAIK all the PSUs available these days are pretty much the same in terms of efficiency. They all share the same design, the only difference is how strong the various components are to deliver more or less wattage.

In terms of drawing power, the PSU will supply as much power as what is needed. So if your PC is on and you are playing a game or writing a DVD or something, it will draw a lot of power. When it is off though, there will be a very small amount of power consumned to keep the standby cicuits running.
 
Strange noises are from the fan in your psu, can replace or give it a service.
