However funny it may be, the reason can't be because of hosting fees (not sure if you were being serious or not). One can easily host a .co.za domain overseas (at a fraction of the cost of local hosting).

The reason is probably that .co.za doesn't have as much potential as far as scamming and phishing goes. And a .co.za (while not particularly secure), still has more hoops to jump through than, say, a .com domain.
