The high latency in hop 3 is probably a result of exchange congestion.

Very easy to test fortunately. If your issues disappear when using a free Afrihost or Web Africa account (or any alternative account you may have), then your ISP is at fault.

and if its the same on all isp's then blame your exchange, in whcih case you'll have to log a fault with telkom, but exchange congestion is not a quick fix and is easier to move house in some cases.

If you're lucky, it could be a line/port issue. In my case, it was once due to one device constantly uploading.

Yeah, icloud did that to me, but then I found a setting in my router which enabled QOS called "bandwidth control" that helped a lot with that.
Before, when my upload was saturated I got 2000ms ping, after enabled, was around 150ms.
Geez. How much were you uploading that it permanently rekd your connection?

No, not all the time, just when I plugged my phone in to charge. As I don't use the internet all the time and I'm not the only one with an iphone, it took me a while to realise that that was causing it. Also, yes, the first time you sync after setting it up, uploads your whole library.
You talking about iTunes now? I deleted my entire library and just added stuff from Apple Music. Then as I found gaps in their catalogue I'd just add the missing stuff from my music backup folder.

With a 4Mbps line he'd have 512Kbps upload, so ~40kB/s could saturate the line, so 150MB an hour could destroy his line. If I uploaded my music it would saturate my line for at least a week if not longer and I'm on a 10/1Mbps line.

No, all my photo's and vids since my iphone 4 days. Maybe "library" was the wrong word, gallery?
I assumed music since Apple Music gives you unlimited upload capacity. iCloud doesn't give much storage space. Are you paying for one of the larger storage capacities for it?

That's pretty pricey. Why not go with an actual backup utility like Backblaze, or a more cost effective cloud storage option like Office 365, which includes 1TB of OneDrive?
There's also the Incredible Connection backup thing for R99. Once-off fee for 2 years unlimited backup.
