With reference to your question about the useability of a 128K "ADSL" line that has been heavily shaped due to the acceptable usage policies most ISP's insist on, back in '99 broadband was unheard of. People were quite content with a 56k analog line, but of course why wouldn't they be? We all knew no better...
Then we were awarded a tender with telom to introduce ISDN into South Africa! Pairing the 2 x 64k channel together was like we would take flight any minute!
But then came the first wave of DSL into south African and through the persistence of some powerful people (Rudi Jansen comes to mind), we have slowly become accustomed to much higher speeds. Now I believe the average per capita bandwidth in south Africa is a little under 3Mbits, which is still very poor in comparison to kenyas 10Mbit average. Let's not memtion Asia averaging around 60 -1000Mbit. We have a long way to go:
1 - Telkom are fossils only interested in their Return To Shareholder and have no interest in growth. Their battle is almost over, and the order of nature will take in.
2 - LLU and Bitstream are vital
3 - Prices need to be re-assessed (hopefully by PWC or another neutral body)
4 - If we are to grow as a country, ICT plays a pivotal role. Under privileged children deserve the right to a computer at their school.
But things are progressing, just not fast enough.
So my apologies, in answer to your question, there is NO ROOM for shaping our internet anymore. I don't care if it's 3G, it's all the same. Manipulation is a powerful tool.

I download in the region of 150 - 200Gig a month, and my line NEVER shapes. And u needn't feer of any bottlenecks, as the backbone MTN Business .
