It usually takes an FBI raid to shut them down. And that is after some pretty expensive legwork just to figure out the hosting location.

Most of those are just resellers on a iptv platform. If they wanted to tackle it, that platform is the one, the resellers are small fry who just use a admin portal service to offer a "customized service"

IPTV provider -> reseller -> consumer. The resellers are these little man bands who sell you the android device with a subscription etc.
