I've been getting slow speeds on everything for quite some time now. Only at around 3ish in the morning do my speeds seem to improve and start maxing out. But even then Im still experiencing slow speeds on certain things.

You have recorded tests done before and during the problem times? If yes, please share it.

e.g. tracert, ping & speed test
 
It's 20:56. No connection to game at all, and you "specialist" never called at 13:30 as promised.

Freshly captured data just for you! Interestingly enough the tracert and ping seems quite stable/acceptable. But loading pages and downloading seems to be unstable and is slow.

During the problem now:

Im beginning to actually wonder if perhaps my exchange is congested. Because even my Telkom account has been acting up the past 2 days. Sometimes it works fine while my Mweb account does not. But tonight the telkom account is having the same issues as the Mweb account. So I won't bother with showing Telkom results this time round. To be honest I think Im just going to have to try call Hellkom this time round.

Feels like my account is acting up as well. Torrents are going dead every few minutes (guess I can expect that during some time of the day), but my direct download which I know I can usually get between 320kb/s and 420kb/s is going at 100-120kb/s.
As far as I can tell my youtube streaming is also getting these very annoying lag spikes on 720p where the buffering just stops for a couple of seconds for no apparent reason.
 
WOW, my downloads after midnight ROCKED last night. Only took me 5 hours to download a 248MB file at a super 106kbps. Oh, and I can connect to my game in the "non shaping" window. Tried at 04:45 this morning, no issues.

:) So you also know that feeling of waiting a minute before you can join a match? That's if it's a good day.

Yes and browsing and ftp downloads and maybe some nntp, that's what the Internet is for? Just because I torrent at night doesn't mean my line should be shaped as punishment.

Over weekends yes, during the week I cant play AT ALL. Just sits at connecting. The game developers engineers even sent recommendations to MWEB as to where to find the problem, but they just "look at it" instead of "doing something about it". I have been with MWEB since 56k dial-up, but I will be cancelling end of July. I am not getting the service I am paying for, and am sick and tired of running spreed tests and tracert's, The speed tests, are IMHO, rigged. I ran a speed test and got "full" linespeed, 8.75Mbps down, and 0.87Mbps up, with a ping of 9ms. Then ran a www.facebook.com/diagnostics and got a ping of > 5000Ms and download speed of 0.285.
Mbps. Go figure.

Try , it, you will be shocked.

I've also been with mweb since dial up and they've also been treating me like I'm retarded, even after I tell them I have a degree in computer science they still try to bs me.

I've experienced exactly what you're going through, the speed tests are definitely rigged to "prove" it's not their system (they've opened the ports/protocols and unblocked/properly route the sites). I've tried ftp downloads, http downloads and they are rubbish but as soon as I tracert or speed test it's perfect :/

What isp you going with? I've also been looking but they all have their problems just trying to find one with the least (and anything is less of a headache than what I'm experiencing from mweb)
 
Just read that the CEO stated that capacity was fine. I might as well switch ISP now, knowing that you guys aren't going to fix your issues anytime soon.
 
Just tried a download test again. Currently my Telkom account is now flying at full speed and stable on Steam downloads/Youtube.

But Mweb? Far from it...
