Exactly same issue I have.
MWEB for weeks now has completely become useless for me. I have been with MWEB for over 6 years now and this is the first time I have had persistent issues every day for a month.
Let me start off with the fact that I have a 4mbps premium uncapped package with a threshold of 400GB. I am not being throttled (according to their user control panel on the site in any case).
I can barely hit 100 KB/s on HTTP protocol in the day, it's worse at night, at around 50 KB/s if I'm lucky. Funny thing is that all other protocols are fine, if I download an update for World of Warships, War Thunder, Blizzard games, which all use P2P (bittorrent protocol), I get full line speed, 430-450 KB/s! But if I try download something via HTTP? 50 KB/s. My pings in games are also perfectly fine, no problem there.
As a result, everything that works with the HTTP protocol is slow, I can't watch Twitch even on mobile quality it buffers every few seconds.
Lastly, and I must stress this fact, it's not my line, it's not my devices, it's nothing on my end. Why? I have two different ISP accounts. WebAfrica and Telkom. I can switch to any of them, at any point in time, and I have ZERO problems. HTTP on WebAfrica? 450 KB/s. HTTP on Telkom? 450 KB/s. If I switch back to Mweb? 50 KB/s. In fact right now if I try and download something I am getting 10 KB/s...
I don't know what is going on with Mweb's network, it's either gone to the dogs in quality and whoever they route through or they are throttling accounts but claiming they're not.
I am done talking with their troubleshooting team, it's always the typical troubleshooting issue as if it's a situation on my end, no matter how many times I tell them that this is only occurring when I am connected to them, I have no problems with any other ISP. I don't any more scheduled calls, I see other people on social media complaining about the same damn thing every day.
I have just now performed 3 speed tests, of 3 different ISPs, at the same time periods. You can see the time + ISP in the test results. Yet Mweb customer support still has the nerve to tell me there is nothing wrong on their side, yet I have provided endless amount of tests showing that I only have a problem with THEM. I have to even point out that my other ISP accounts are their basic packages which are giving me better speeds that Mweb's premium package...

It has got to a point that since my suburb/estate is receiving a fibre roll out and that Mweb is trying to get access here that I am going to make a recommendation at a community meeting advising people against using Mweb. I will be riding it out till I get the fibre in 2-3 months at which point Mweb will have lost a customer for life as well as many others I have spoken to that have the same problem. It's no wonder Mweb is at the bottom of the rankings of ISPs in this country. I just stuck with them since I was fortunate not to have a problem and saw no reason to change, until now.
They are shaping but they will deny it.
