The bandwidth is controlled/throttled on Sentech's (server) side. Adjusting your package speed is just a matter of adjusting a software setting on their side.
You are correct that at the lower speeds signal strength is less of an issue. Once you start approaching 2-3mb/s then dropped packets (as a result of poor signal strength) affects overall bandwidth a lot more.
