Need Direction for linux server

Greetings

I want to setup a server that will interface between my lan and my router.

Ive looked at windows options but they dont seem to meet what i need.

So, looking at linux, i'm swamped with too much info and require some direction.

The core of what i need is that i can have several pppoe connections active from different isps, and set route tables, throttle bandwidth and have bandwidth type caps to different lan users. if possible, maby have a screen that pops up and you enter a username/password before it allows you on the internet, mysql powered, if there ip = x

that's the gist of where i'm going.

any pointers that will help narrow down where to look will be itensly gratefull.

btw, i've NEVER used linux, so will need the noob route.

SuSe,running Squid or Squidproxy with Webmin and MySQL would seem to cover the gist of what you'd need.
